Grant street was built the way it is now in the late 1930's-1940's, to discourage prostitution and poverty. It has been souvenir hell since those lovely signs you mentioned were put up. Before it became the westerner's version of china (Disneyland version) it was the slums. Before this is was the shoreline. Local bars would have stools that turned over that provided the criminals to "shanghi" drunken bar customers who become slaves in china.
